No one keeps power for long.

When the same face holds a public office, favors harden into loyalty and public power becomes private property. In Spolia, every office hides behind a mask that passes to new hands each round. The mask you hire sets how much of the city you see and what authority you hold before the city takes it back.

Project cards

The city rebuilds from itself.

Old masonry, public works, and civic machines become the bones of each new house. Your cards begin as private plans and become public projects, building a new engine from what the city has already used, sold, and rebuilt.

One Veilturn card is dealt before the hiring row opens. A decree, shortage, grant, or impossible weather changes the whole table for the round, so the best mask and the best build can shift before anyone commits.
